Public Notice

The Baker City Development Code includes provisions for making day-to-day decisions that implement the Comprehensive Plan and a means of involving the public in planning decisions of the City. In so doing, planning can be flexible enough to respond to changes in public opinion and unforeseen circumstances, yet avoids decisions made to satisfy special interests. Planning becomes a thoughtful, reasoned process based on the best data available, and attempts to avoid hastily made judgments in heated political atmospheres. 


Planning aims to meet the interests of the entire community by being conducted in a fair and open manner. Accordingly, citizen involvement is Goal 1 of the Oregon Statewide Planning Program. The following describes how Baker City provides opportunities for citizens to be involved in planning. 


The public notice requirements for Type III Planning Commission actions include, but are not limited to:

• Sending a mailed notice to property owners of record within 100 feet of the subject parcel at least 20 days before the hearing date; and

• Publishing a Public Notice in a local newspaper (currently the East Oregonian) at least 14 days before the hearing.


The public notice requirements for Type II Planning Department actions include, but are not limited to:

• Sending a mailed notice to all property owners of record within 100 feet of the site, and providing a 14 day period for submitting written comments before an Administrative Decision is made on the permit.
